Nghe An motivates self-produced and self-consumed rooftop solar power development

Recently, the People's Committee of Nghe An province has issued a document assigning the Provincial Department of Industry and Trade to preside over the implementation of Decree No. 135/2024/ND-CP dated October 22, 2024, of the Government.
Accordingly, at Document No. 9641/UBND-CN dated November 1, Nghe An Provincial People's Committee has tasked the Department of Industry and Trade to take the lead and coordinate with relevant agencies based on their assigned functions to execute Decree No. 135/2024/ND-CP dated October 22, 2024, of the Government stipulating mechanisms and policies to encourage the development of self-produced and self-consumed rooftop solar power. At the same time, advising on how to execute the responsibilities of the Provincial People's Committee.
In Decree 135/2024/ND-CP, policies to encourage the development of self-produced and self-consumed rooftop solar power include: Organizations and individuals installing self-produced and self-consumed rooftop solar power systems are exempted from electricity operation licenses and enjoy unlimited capacity in the following cases: Not connected to the national grid; Installing zero-export systems; Households and individual houses developing self-produced and self-consumed rooftop solar power with a capacity of less than 100kW.
Organizations and individuals installing self-produced and self-consumed rooftop solar power systems with an installed capacity of 1,000kW or more and selling surplus electricity into the national grid must follow regulations of electricity planning (except for the cases under the planned capacity allocation of the province according to PDP implementation plan) and obtain electricity operation licenses according to the provisions of law.
In addition, self-produced and self-consumed rooftop solar power systems are entitled to preferential tax policies according to current tax laws, and enjoy simplified administrative procedures according to current legal regulations. Self-produced and self-consumed rooftop solar power installations are not required to have adjustments or supplements to energy and function land planning according to the provisions of law.
Self-produced and self-consumed rooftop solar power systems of households and individual houses, offices, and buildings are identified as public assets and technological equipment attached to construction works.
Grid-connected self-produced and self-consumed rooftop solar power systems under the planned capacity allocation according to PDPs or PDP implementation plans, and grid-connected self-produced and self-consumed rooftop solar power systems of households and individual houses with a capacity of less than 100kW can sell surplus electricity to the national grid but not exceeding 20% of the actual installed capacity.
Households and individual houses developing self-produced and self-consumed rooftop solar power are exempt from or not required to adjust their business licenses. Encouraging organizations and individuals to install electricity storage systems to ensure safe and stable operation of the electricity system.
