Operational situation in first 6 months of 2024; objectives and tasks in  July and remaining months of 2024

In the first 6 months of 2024, Vietnam Electricity has ensured a safe and stable power supply, serving socio-economic development, and meeting the people's daily needs, in the context of continuously increasing power demand. EVN's management and operation of the power system and electricity market have followed the approved plan closely.

Power production and import of the whole system in the first 6 months of 2024 reached 151.74 billion kWh, an increase of 12.4% over the same period in 2023. The highest load demand and power consumption in the first 6 months of the year all took place in June 2024, specifically: the largest daily power consumption (14 June 2024) reached 1.02 billion kWh and the largest capacity reached 49,533 MW (19 June 2024) respectively increased by 11.05% and 7.87% over the same period in the first 6 months of 2023.

Output and mobilization proportion of all types of power sources in the whole system in the first 6 months of 2024 are as follows:

+ Hydropower: 28.63 billion kWh, accounting for 18.9%.

+ Coal thermal power: reached 86.34 billion kWh, accounting for 56.9%.

+ Gas turbines: 13.12 billion kWh, accounting for 8.6%.

+ Renewable energy: 20.73 billion kWh, accounting for 13.7% (of which solar power reached 13.91 billion kWh, wind power reached 6.15 billion kWh).

+ Imported electricity: 2.56 billion kWh, accounting for 1.7%.

Accumulated transmission power output in the first 6 months of 2024 reached 121.47 billion kWh, an increase of 13.1% over the same period in 2023. In which, the capacity and output of power transmission from the Central and Southern regions to the North region are regularly maintained at high levels to increase power supply to the North.

EVN's cumulative commercial power output in the first 6 months of the year reached 135.64 billion kWh, an increase of 14.3% over the same period, in which the power growth of some typical components is as follows: electricity for households increased by 16.07%, electricity for industry - construction increased by 12.8%, electricity for commerce and services increased by 16.58%, electricity for agriculture increased by 14.02%, etc.

In the first 6 months of 2024, the total amount of water discharged from hydropower reservoirs is 2.78 billion m3, saving 0.72 billion m3 of water compared to the expected plan.

Regarding business and customer service: In the first 6 months of 2024, with an evaluation score of 74.76/100 points, EVN is the leading unit among 21 ministries and branches providing online services to serve the people and enterprises on the National Public Service Portal with 12 services (including electricity bill payment service and 11 level 4 online electricity services - the highest level of e-Government). The evaluation is based on real-time data on the National Public Service Portal, according to 5 groups of indicators including transparency; progress and results of resolution; digitizing records; providing online services; and satisfaction level.

Construction investment: In the first 6 months of 2024, EVN has achieved positive results with investment volume increasing by 35% compared to the same period in 2023.

Key power source projects are being constructed closely to the 2024 plan target, in which: For the Ialy hydropower expansion project, many construction items are ahead of schedule, expected to generate 2 power units by the end of 2024. Phuoc Thai 2 and 3 solar power projects also strive to complete power generation for both plants in the third quarter of 2024, etc.

Regarding the power grid, in the first 6 months of 2024, EVN and its units have started 47 projects and completed energizing and putting into operation 57 power grid works from 110kV to 500kV. In particular, EVN and its units have focused their best efforts on all solutions to deploy the construction of the Quang Trach - Pho Noi 500kV Circuit-3 power transmission line project to strive to achieve progress according to the direction of the Prime Minister. Important component projects have been energized: Thanh Hoa 500kV substation; Nam Dinh 1 - Thanh Hoa 500kV power transmission line and 02 items to expand the bay, install 500kV resistance devices at Pho Noi 500kV substations and Quang Trach Thermal Power 500kV distribution yard.

In addition to the 500kV circuit 3 line project, EVN and its units have energized and put into operation the  Nha Trang - Thap Cham 220kV power line (2 circuits) and the 220kV substations of Vinh Hao, Vinh Chau, Pho Cao; completed increasing capacity of Thai Thuy 220kV substation, etc.

Some other work:

- EVN has reported to the Ministry of Industry and Trade on the operating situation in the first 6 months of 2024 and is expected to supply power and operate the power system in the remaining months of 2024.

- EVN has taken over Phu My 3 Power Plant from 1 March  2024 and discussed and negotiated with PVN/PVGAS to supply gas to Phu My 3 power plant.

Some working tasks of EVN  in July 2024

In July 2024, it is forecast that extreme heat may still occur in the North. The maximum capacity of the whole system can be over 52,000MW, but in the North alone it can be over 27,000MW. The average daily power consumption of the entire system is expected to be about 920.5 million kWh/day, an increase of 10.15% over the same period in 2023.

To be proactive in ensuring a stable, safe, and reliable power supply for the National power system, EVN has directed all units to strictly implement Circular No. 38/CD-TTg dated 15 April 2024 and directions of the Prime Minister and the Ministry of Industry and Trade, the Commission for Management of State Capital at Enterprises. In which:

- Continuing to closely monitor meteorology and hydrology developments, fuel situation, unit availability, and load growth to update and adjust appropriate operating methods promptly. Ensuring stable, safe, and reliable system operation; Optimal mobilizing of power sources, combined with maximum transmission enhancement from the Central to the North region;

- Power Corporations/Power Companies continue to closely follow the local socio-economic development situation to analyze the structure of load components and forecast power demand to develop monthly/quarterly power supply plans; continue to implement Directive No. 20 on propagandizing and implementing power saving.

- Power Generation Corporations and power plants focus on monitoring coal supply, preparing backup plans, ensuring sufficient fuel for power production, and maintaining inventory levels according to regulations. Continuing to coordinate closely with PVN and TKV, Dong Bac Coal Corporation, and Investors of other power sources to ensure sufficient fuel supply for power production according to system needs; strengthen inspection and supervision of power plants, especially coal-fired power plants in the North to ensure availability and reliability of generating units.

- The National Power Transmission Corporation proactively reviews, fixes, and prevents power grid incidents, improving reliability and reducing power loss; Strengthen supervision and compliance with operational discipline.

- Units strictly comply with the EVN's directions on natural disaster prevention and search and rescue; Prepare plans to prevent storms and floods, ensure the safety of dams and hydropower works, and ensure safety for downstream areas during the rainy and stormy season of this year forecasted that there will be many unusual developments regarding storms and floods.

Regarding construction investment: In July 2024, EVN continues to urge units to concentrate forces at construction sites and accelerate the construction progress of key power source and grid projects. In which:

- Concentrating all resources, coordinating with relevant parties to construct the remaining volume and complete the entire Quang Trach - Pho Noi 500kV Circuit-3 power transmission line project according to the direction of the Prime Minister.

- For power grid works under construction to connect power sources, release hydropower sources, and import electricity: Concentrating on working with localities to resolve problems in site clearance compensation and at the same time urge contractors to accelerate progress.

- Supplying power from the national grid to Con Dao district: Accelerating investment preparation progress to start the project in 2024.

To ensure electricity for economic development and people's lives in all situations, EVN hopes to continue to receive the sharing and positive coordinated actions of people and electricity customers through thorough use of electricity economically, especially during peak hours at noon (from 11:00 a.m. to 3:00 p.m.) and evening (from 7:00 p.m. to 11:00 p.m.). In particular, pay special attention to the reasonable use of air conditioning, only turn on the air conditioner when really necessary, and set the temperature at 26-270C or higher; at the same time, pay attention not to use many high-capacity electrical devices during peak hours. Thoroughly using electricity economically also minimizes the risk of electrical incidents and limits high electricity bills.
